Hariri: our commitment to the STL is a matter of principle

Almustaqbal Movement launched Saturday its Founding Congress at the BIEL Exhibition Center in the presence of Minister Jean Ogassapian representing President Michel Sleiman, MP Hani Kobeissi representing Speaker Nabih Berry and the President of the council of Ministers Saad Hariri.

Were present also head of the Kataeb Party former President Amine Gemayel, former Prime Minister Fouad Siniora, Vice Speaker Farid Makari, Ministers Ghazi Aridi, Akram Chehayeb, Michel Pharaon, Raya Hassan, Mohammad Rahal, Salim Sayegh, Ali Abdallah and Hassan Mneimneh in addition to large number of MPs, dignitary religious, political and social figures.

Few minutes before the founding congress was set to begin, the fully packed 1500-seats room was packed with supporters, dignitaries and special guests invited for the morning opening session.

After playing the Lebanese national anthem, attendees were asked to observe one minute of silence in tribute to the soul of Martyr President Rafic Hariri, then Miss Mirna Mneimneh announced on behalf of Almustaqbal Movement the inauguration of the Founding Congress asking PCM Saad Hariri to address the Congress.

In his opening speech, PCM Hariri said that no judgments whatsoever could be made based on information which is still in the custody of the Special Tribunal for Lebanon's private investigation.

Hariri added "there are some who wish martyr President Rafic Hariri's assassination case would cause sectarian sedition; however we don't have any place for such concerns and we won't build our judgments on any information found in the custody of the investigation.

Hariri said "injustice has befallen on us before the assassination of Martyr Hariri and continued after his assassination."

He added "Today, injustice still continues," calling however for calm and commitment to the political morality learned from the martyr Rafic Hariri's school.

He pointed out that martyr Hariri's assassination has become an International case, adding that upholding to justice is essential.

Lebanon's Premier assured the case is being dealt with responsibly, calling to put an end for propagations and manipulating people's emotions.

In addition, the Premier stressed that "the many horrors and wars large and small had come to Lebanon, which has faced six Israeli wars and was able to exceed the storm.

To that, Hariri said many storms and wars have hit Lebanon, the small country that was able to get over six Israeli wars in the last decades.

"Israel cannot put the Lebanese down as long as they maintain their national unity, and as long as there is a real strong state protecting the country," Hariri said.

The Prime Minister reiterated Almustaqbal movement will stay loyal to its allies in March 14, no matter how the circumstances change.

"We have backed up at a certain stage to give a chance for stability in the country," Hariri said, adding however, "we have advanced in other areas ever since the President had been elected, and we have won the 2009 parliamentary elections."

Touching on the Lebanese-Syrian ties, Hariri said we have opened up a new page with the Syrian President Bashar al-Assad, based on mutual respect between the two countries.

Hariri welcomed Assad's positivity in enhancing such renewed ties, assuring the new phase will be for Lebanon's benefit.


Following is the speech of PCM Hariri:

"Peace be upon you. Peace to all the Lebanese, residing and spread all over the world. Peace to all the great men of Lebanon, from all directions, thoughts and sects who made the glory of this great country, and who sacrificed their lives for Lebanon's freedom, sovereignty, progress and civilization message. Peace be upon all Lebanon's martyrs who sacrificed their lives for the sake of our independence and national dignity. Peace be upon the soul of Martyr Prime Minister Rafik Hariri, which hovers over this meeting and in whose name we announce the opening of the General Founding Congress of the Almustaqbal Movement in Lebanon.

We dedicate this conference to the souls of Martyr Prime Minister and of all the martyrs who fell on the road to freedom, sovereignty and national dignity. We also dedicate to them the announcement of launching the "Almustaqbal Movement", a Lebanese national political movement with an Arab identity and an Arab loyalty, moving in the footsteps of Martyr Premier and guided by his long struggle, emulated by tens of thousands of young Lebanese and Arabs, and which will always remain a source of inspiration for the Future Movement and all the supporters of Rafik Hariri wherever they are.

This conference will be an image of the Rafik Hariri that Lebanon, the Arabs and the world have known: the young man who made the dreams of the poor a stark truth in the world of the wealthy; the struggler who dedicated his heart and soul to the Palestinian cause, giving it the best years of his life; the man who learnt from the desert patience and the rush to success; the man who found in loyalty and perseverance a way to improve life; the Lebanese who emigrated to stay in Lebanon, and achieved success through his efforts and relations in order to end Lebanon's nightmare; the father who wanted his fatherhood to accommodate more than fifty thousand students and took the historic decision to open the doors of the universities for them all around the world; the contractor and businessman who fought a war against war to bring the capital back to its historic position on the regional and international map; the politician who brought to Lebanon the vision of one nation and the message of coexistence; the leader of Arab diplomacy, loyal to the values of Arabism and the Arab issues, the defender of Lebanon and of the resistance against the Israeli aggressions in all forums.

We put this image in front of us today and in the hands of all Almustaqbal Movement youth. It is the legacy of Rafik Hariri and we have to preserve this legacy. This picture was part of a big dream, of a national vision which we are committed to preserve, continue and develop regardless of the challenges.


I know very well your political and national concerns, and I often ask myself the same questions that you ask among yourselves. You at the Almustaqbal Movement, ask about the future. You ask about the dream of Rafik Hariri, about the fate of his project and about the ability of the Almustaqbal Movement to confront the storms that face Lebanon. I don't want to tell you that we are protected from the storm, but I want to assure you that this storm, which was unable to eradicate the project of Rafik Hariri from the Lebanese national life, will never be able to assassinate Rafik Hariri a second time.

Injustice fell on us even before the assassination of the Martyr president and continued even after the execution the assassination, and there are attempts to repeat the injustice and campaigns to create confusion and anxiety in the hearts of the citizens. For our part, we call for calmness, and the respect of the political and national ethics which we learnt in the school of Rafik Hariri.

It is well known that the Special Tribunal for Lebanon is not a new development, and the assassination of Prime Minister Rafik Hariri and all the other martyrs has become a national Lebanese, Arab and international issue, and the Lebanese consensus on the necessity of achieving justice is not subject to interpretation. It is also an inseparable part of the national dialogue decisions and the ministerial statements of the successive governments since the assassination, as well as the resolutions of the Arab summits which approached this issue and stressed the importance of achieving justice.

Some think, fear, threaten or perhaps hope that the assassination of Martyr Prime Minister would be a cause for the outbreak of a Lebanese crisis or a sectarian discord. We say with all honesty and responsibility that there is no place in our national dictionary for these fears, allegations or wishes. We don't build our judgments or points of view on any information of facts held by investigation on the assassination.

For us, the issue is a question of principle and is not related to the course of investigation. It is an issue of ethical and national commitment to protect the course of justice. It is a national and moral commitment we deal with in a spirit of responsibility to prevent discord from reaching our national unity. Rafik Hariri gave his life to protect Lebanon's integrity and stability. His national path was never stained with one drop of blood that fell in the struggle arenas in Lebanon. He fought against civil war during his lifetime and his soul will never be a reason for renewed discord in Lebanon.

So enough interpretations! Enough intimidations! And enough mobilization of people's emotions!

Martyr Premier used to say that equality in implementing laws is complimentary to equality in exercising freedom. These two facets of equality meet in one equation: the equation of the parliamentary democratic system, which represents the main source of strength for the Lebanese political experience and its primary guarantee against the challenges it faces.

The Almustaqbal Movement looks forward to be the movement of the unique Lebanese democratic system, which acquires its distinctive presence from the National Pact on which Lebanon's independence was established, and which turned into a permanent formula of coexistence between the Lebanese as a result of the Taef Accord.

Coexistence is not a substitute for the democratic system. It is a source of strength and diversity for this system, and an expression of the will to meet, share and dialogue among the various components of the society. Without coexistence, Lebanon would be abandoning its soul and submitting itself to sectarian chaos. Sectarian alignment is the antithesis of coexistence and democracy. It is a call to transfer Lebanon from a state to an arena, and consecrate the culture of the so-called sectarian democracy which would lead to the accumulation of defects in our national life and democracy.

We are betting on the confinement of this defect. The Almustaqbal Movement has only one option: work to break the cycles of sectarian groupings and engage in a national approach which concerns all segments of the society, to push Lebanon forward towards a renewed democratic reality which is able to be free from the sectarian constraints, reaching a modern civil state. This is the greatest challenge which we pose to ourselves, the challenge of facing the sectarian impasse. Some may think and some may promote that this conference is laying the foundation for the party of the Sunnis in Lebanon, and that the Almustaqbal Movement will join the convoy of sectarian and religious parties.

On behalf of this conference, and in the name of the Almustaqbal Movement supporters all over the Lebanese territories and in the world, I announce that the Future Movement will not carry any sectarian, religious, or regional identity. The range which the Sunnis represent in Lebanon and in the region will not be limited in a party or movement. If we chose to be to the image of Rafik Hariri, this means that we chose for the Almustaqbal Movement to be to the image of Lebanon, to work in all Lebanese areas, be committed to the causes of this nation and its democratic system, and express the aspirations of its people regardless of their sects and spiritual and social belonging.

Lebanon is not an island isolated from the concerns and causes of the region. Lebanon always interacted with these causes and paid dear prices for being in the heart of the regional storm. Lebanon experienced many calamities and big and small wars. It also faced six Israeli wars in less than four decades. These wars were the most violent in the history of the Arab -Israeli struggle. Despite all this, Lebanon was able to surmount all storms and tell the whole world that it is a state worthy of life and progress. Israel will never be able to defeat Lebanon as long as the Lebanese know how to preserve their national unity, and if the state in Lebanon is strong and cohesive and not just a playground for the sects.

The State's responsibility is to be up to the challenge of Israeli aggressions and violations of our territories, sovereignty, and our rights in our water and natural resources. The responsibility of the Lebanese society is to get involved in defending the state and its institutions, bringing the logic of state above any other logic regardless of the considerations. From here, we draw the limits of of our commitment to liberate our occupied territories including the Shebaa Farms and Kfarchouba Hills, and we put this issue in the framework of the defense of our national priorities. From here also, we draw the limits of our commitment to our national causes and our special place in the Arab - Israeli conflict. In this regard, Palestine is not a seasonal cause or a humanitarian title that we belong to due to the Israeli oppression. Palestine is the cause of grandfathers and fathers. It is the cause of the new generation who is still seeing in it the bitterness of the past, the worry of the present and the hope of the future.

You, at the Almustaqbal Movement, are the sons and daughters of this cause, just as Martyr Prime Minister wanted us to be. To be the guardians of the Palestinian cause means that we have to guard Lebanon's stability and make this country a model that can compete with Israel in its message to the world and the efficiency of its people and their ability to manage the state affairs and take care of the democratic system.

It is with this spirit that the Almustaqbal Movement was at the forefront on March 14 and took his position in a national political movement, which made the issue of restoring the role of the state and its institutions in the management of the Lebanese society a central goal, in order to consolidate the concepts of freedom, sovereignty, and equality among the citizens.

The Almustaqbal Movement will remain loyal to this spirit and to all its partners in the March 14, no matter how positions change, views differ and circumstances change. It will deal with the changes objectively and realistically, but always within the framework of commitment to the national principles and convictions. Thus, we decided to participate in the national dialogue and stress the need to give the country a new chance to recover and overcome the causes of discord.

We retreated at some point, giving Lebanon the chance to proceed towards stability. Then we elected a president and moved towards renewed victory in the parliamentary elections.

You all know that I made four successful visits to Syria since the end of last year. My duty is to tell you that they led to the opening of a new page with the Syrian leadership and with President Bashar Assad in particular. This page, based on honesty, frankness, brotherhood, and on the mutual respect of the sovereignty and independence of both countries, would not have been possible if I didn't inspire myself from the courage and experience of Rafik Hariri, to find the ability to review the previous stage and it wouldn't also have been possible without the reciprocal positivity of President Assad and the Syrian government, to move forward in the right direction and end a stage that should not continue. Today, we start a new stage that will be in Lebanon's interest and will restore the Lebanese - Syrian relations to their suitable state. Syria opened its doors to all the Lebanese and we should open our hearts, minds and doors.

The Syrian leadership looks for the interest of its country and citizens. This is its right and it is honored to do so. We also seek the interests of Lebanon and the Lebanese. This is what we are doing with all the brotherly and friendly states, but the ties of history, geography and Arabism make the areas of common interests with Syria very wide. My last visit contributed to push these relations in the right direction. I look forward with all the loyal Lebanese to build on this stage in order to activate Lebanon's role in strengthening Arab solidarity and consolidating the results of the Arab reconciliation launched by Saudi King Abdullah bin Abdul Aziz in Kuwait's summit.

After the opening session, the conference will discuss the political and economic documents and all the other clauses of the agenda. They reflect a great effort exerted by the organizational committee and specifically the committee of five whom I salute and thank, hoping that we will reach the new organizational formula that everyone is waiting for".
